Alice specialises in the regulation of health and social care services across the adult and children’s sectors.
She advises a wide range of providers, from independent operators to some of the UK’s largest social care organisations. She is recognised for her expertise in regulatory, governance and public law matters affecting providers regulated by the Care Quality Commission (CQC), Care Inspectorate Wales (CIW) and Ofsted. Clients have described her as an “outstanding regulatory lawyer” who brings kindness, compassion and empathy to her work.
Alice supports providers through complex regulatory challenges, including inspections, enforcement action, registration issues, ratings challenges and tribunal proceedings. She has significant experience representing providers in First-tier Tribunal appeals, factual accuracy and ratings review challenges, and Judicial Review proceedings in the High Court. She is known for providing practical, commercially focused advice that helps organisations navigate regulatory scrutiny while maintaining their focus on delivering high-quality care.
Her experience spans a wide range of services, including residential and nursing homes, domiciliary care providers, children’s homes, GP practices, independent hospitals, learning disability services, patient transport providers and specialist training organisations. Alice also advises some of the sector’s largest providers on regulatory due diligence, governance reviews and organisational restructures connected with acquisitions, disposals and investment transactions.
Alongside her regulatory practice, Alice regularly supports providers in relation to coroner’s inquests, safeguarding investigations, local authority funding disputes, Care Act challenges and criminal investigations. She also advises healthcare and social care professionals facing action by regulators, including the Disclosure and Barring Service (DBS), Nursing and Midwifery Council (NMC), Health and Care Professions Council (HCPC) and Social Work England (SWE).

- Successfully overturned Ofsted decisions proposing to refuse registration of children’s homes and supported accommodation services, enabling providers to proceed with registration and operation.
- Advised on some of the largest acquisitions and investments in the UK social care sector, providing specialist regulatory advice to purchasers, investors and care groups throughout complex transactions.
- Acted with the team on regulatory due diligence on significant care home acquisitions, including portfolio transactions involving providers operating in excess of 200 registered beds.
- Acted on a major governance review project for a large children’s home provider, advising on governance structures, regulatory compliance, risk management and the implications of Ofsted enforcement activity.
- Chair of a medium-sized children’s home provider’s Safeguarding Committee, overseeing safeguarding governance, regulatory compliance, incident review processes and organisational risk management.
- Provided strategic regulatory advice to large children’s social care providers, including children’s homes and supported accommodation services, in relation to registration, inspection, enforcement and safeguarding matters.
- Advised on the regulatory aspects of high-value mergers, acquisitions and investments involving some of the UK’s largest social care groups, including CQC and Ofsted regulatory risk assessment and transaction support.
- Successfully challenged Ofsted decision-making and enforcement action through representations and appeals to the FTT, securing positive outcomes for providers across the children’s social care sector.
- Conducted regulatory due diligence for national care groups, identifying and managing regulatory risks relating to registration, compliance history, enforcement action, inspection outcomes and governance arrangements.
